Property owners WILL be paying to repair and operate a business for profit. A business which belongs to a Corporation operating for its own purpose to pay its employees, expand it powers, and control the things which occupy land in its area of operation. It will use the power of LAW against those it can for any reason. IT has ARMED SOLDIERS, who will KILL any they have the opportunity to fire on.

Rewarding those with KILLS, time off with PAY, then awarding them with the title of HERO.

This is the Cities of America.
