Akron man enters guilty plea to 11th drunken driving offense

i have a problem with the court/justice system. how could they let him continue to drive without a license for the last 18 years without a stiffer penalty? and how could they let the first 10 drunk driving offenses go without stiffer penalty? there was no incentive for this man to correct himself. what a sad state of affairs.
