There are newly developed products out there that will cut down on the small arms noise. It is much easier to contain when shooters are in a semi enclosed structure or have canopies over the firing line. These products were not available until more recently. New outdoor ballistic shooting range sound walls will be introduced at SHOT Show in January 2009.
