Driving with license suspended is never, ever a brilliant idea. Christopher might have gotten away with it but having a stolen license plate on his vehicle was like having a flashing neon sign that said "Stop this car! Stop this car!" Forrest Gump's mother had it right: "Stupid is as stupid does!"

When they steal a tag and then commit a crime (pumping gas and running off for example), the owner of the tag is the primary suspect if tag number is turned in. There are ways to make tags more difficult to remove, and therefore less likely to be stolen.
