The BOS is continuing in its' efforts for transparency and seeking publicity for those efforts but how's transparency really working in Tyngsborough?

The BOS is back to withholding their meeting minutes and bundling them for approval. The last posted BOS meeting minutes date 9/27/2010 and there's been 7 meetings since then. The agenda for the 12/20/2010 selectmen's meeting has 5 minutes scheduled for approval: 10/25/2010, 11/1/2010, 11/16/2010, 11/22/2010 and the executive session minutes for 11/16/2010. What happened to the minutes for 10/4/2010, 10/18/2010 and 12/6/2010?

To find out what's going on a resident would have to watch the meetings, which is a painful process. The audio goes from good to very poor because certain people don't speak into the microphone.

The BOS can vote to endorse a state senate candidate but can't make sure meetings can be heard by residents and minutes posted promptly. So much for real transparency.

This is the most ineffective, incompetent and embarassing board of selectmen I've ever seen. It's sad. People pull papers to run in May 2011! Save us!!!!

It's wrong on so many levels. You elected these officials for a reason. It's their job to negotiate on your behalf. Now that process will be completley fouled up with thousands of taxpayers micro-managing and nit picking every move they make. How long do you think this process will take now. I'll tell you what, give me a call when you go in for your review so i can have some input on your raise.

It is all smoke & mirrors by Jackson and the BOS. Wait until you see how the police dept grows. Promises are being made to the Chief to add staff to PD and not just officers. What about the Town meeting transfer of cash to various police accounts. But Jackson is all for transparency. Way to go BoB-O

"Based on his three decades of experience in negotiating teacher-union contracts, such a motion would have a negative, "chilling" effect on future school contract talks in town, School Committee member Burt Buchman said.
"Sometimes you have to say, as town residents, that we have public officials who have been doing this for a while," Buchman added. "They have the best interests of the town at heart. They're working to make sure costs are controlled." "

What costs were controlled on the school negotiations? Isn't Tyngsborough now the highest paid teachers in the region?"

I agree with you. The BOS is very selective in releasing information. When the police chief's contract was quietly renewed for 3 years there was no announcement the contract was even up for renewal. It's interesting to see what the BOS thinks should be done transparently and what the BOS thinks should be done behind closed doors.

What I don't understand is why John Collins, the Lowell Sun's reporter, can't see through the smoke and mirrors used by the BOS. He keeps falling for the BOS publicity stunts on "transparency" when there's absolutely no substance. The reporter essentially writes the BOS-provided superficial "transparency" story unquestioningly...every single time.

I don't whether the reporter "buys' the BOS line or not, but I did count five paragraphs of quotes from the one selectman and two school committee members who are opposed to the new policy, and only two paragraphs from two of the four people who voted for it. So I don't think you can call the article "one-sided" without betraying your own bias.

Go pay your union dues. Unions have long outlived their usefulness. They are destructive.

actually the unions are not opposed to this (only the teachers) so why don't you get your facts straight before you open your pie hole!! the unions have NO problem with this vote by the B-O-S. Just sit back and you will see what really has been going on.

The BOS move is totally a violation of collective bargaining laws and will end up costing Tyngsboro taxpayers more money when the courts finally rule. It's the same as making people happy by "just firing him," or "Suspending him without pay." Eventually every person to whom this as happened ends up making tons of cash in court cases because of grandstanding by pols.

I'm not surprised the school committee will not do this. They won't even provide a resume for potential candidates. All the SPED pac asked for is the resumes of the 2 final candidates for sped director and to be allowed to ask the finalists questions at school committee meetings like they do in every other town. They refused and let Lockwood and Ciampa make the final decision. Of course, the underqualified inside candidate was hired. They "hand pick" a committee of teachers and parents to choose the finalists and it is completely secret.

If the BOS is already having secret meetings with police at Smoky Bones, they will continue. You'll just be seeing the"negotiations" after they have already been settled.

I didn't call this article "one-sided". My comments were directed at the Lowell Sun reporter for giving the BOS undeserved credit for another "transparency" effort while BOS minutes for 7 meetings are not posted on the town's website and BOS meetings are inaudible during extended periods.

I also mentioned the BOS quietly renewed the police chief's contract for 3 years without any notice to the public the contract was up for renewal.

If the BOS is suddenly making contract negotiations transparent, I have to wonder why? Who's contract is up for renewal that the BOS wants to embarrass or slam?

re: "I believe putting this type of information forward during the process of the negotiation will only make it more difficult to get both parties to come into a meeting and come to an agreement,"

Outstanding. With no agreement, you can continue under the OLD agreement. Don't give these parasites any more raises.

re: "I don't think it's in the best interest of the community to bring things out into the realm of TV and the newspapers. To negotiate in public is essentially what it's going to turn out to be."

Huh?? this OBVIOUSLY is in the interest of the community to let them know how their money is being proposed to be wasted....

if the unions are opposed, ipso facto, is good for taxpayers
