Mill or saw the tree for lumber to be used for a gazebo viewing point of the Two Harbors bay and/or lakeside.

When you find the vandal[s] who did this dastardly deed make them help build the gazebo and paint it. Meanwhile, they can give the city community service by maintaining and keeping up the waterfront area.

That will save some tax dollars.
