Emmer would be the worst and Dayton is a concern.

More than likely, the State Legislature will not have a veto-proof majority for either party. Can you see Emmer ever compromising ... heck, he did not get along with members of his own party. Dayton also would have problems getting the DFL to fall in line .... remember that they tried to increase tax rates last session and did not get all the DFLers to go along - and that rate increase was less than what Dayton is proposing.

To me, Tom Horner offers the best chance of having an effective government.

The concern is, can he win ?

Remember that in 2002 Governor's election, Tim Penny got 16% of the vote and in the 2008 US Senate race, Dean Barkley got 16%... so it is pretty easy to see that Horner can get 16% just by not being Emmer or Horner.
Emmer is stuck in the low 30s and I see a lot of lawn signs with Republican legislature candidates and Horner for Governor. Horner will take votes away from Emmer. Plus it seems that he has now picked up a number of retired Republican legislators ... plus Arne Carlson and Dave Durenburger.
Dayton may be approaching 40%... but you will also see lawn signs with DFLers and Horner in the same private yards.

If Horner gets any newspaper editorial endorsements that could swing a lot of unaffliated voters to cast their vote for Horner .... if Horner gets above 25% he will begin eating into Dayton's numbers.

I haven't made up my mind who I will vote for ... definately not Emmer ... but if Horner is not a "wasted vote" then I will go with Dayton .... but ask me again on the morning of November 2nd for the final answer.

Dayton's budget proposal will result in a death spiral of higher taxes and job losses. He is fortunate to not have to rely on an earned paycheck, I don't begrudge his fortune, his family did well and I applaud their achievements! My family however has to rely on "rich people" for our employment and one thing I know for sure is that when their taxes are raised, I lose both hours and benefits. I certainly expect no one to be a slave for the state, and stay in business regardless of profit.
