Someone in the Parks thread was grouching about the Director of Parks and Recreation getting a raise (and the director of Finance at the same time).
Good people are very hard to find (and keep)
Not to be changing horses in the middle of the stream.
How much time and money did the "vote of no confidence" in Randy Narramore cost?
Put off the financial recovery by at least a year.
Almost allowed the City to slide into bankruptcy.(there is still no plan to pay off all the arrears).
But the City has to get the TRAN LOAN and get through 2011-2012 first.
Hopefully CalPers does not ask for their money.
Gotta walk before you can run.

There is more than one department head that got an identical raise to Norma's. Both she and the other head are, in effect, running three departments each. Both of their raises are necessary to keep
competent executives who can function in Montebello's Byzantine political/economic matrix.

Just for perspective, both raises together are just over half of the cost for Rosie's plaque commemmorating nothing that enshrines the only felon to hold a councilmember position in Montebello with an imaginary building.

Norma's poor running of her dept. is covered by Cortez who prefers to keep on people who are equal or weaker than her. If they are good and smart employees or stronger (especially women) than her she tries to tear them up as they can easily see through Cortez. A leader would naturally want to surround themselves with better people. Not Cortez. Molinari is the same way.

Ligaya Fabian of 1631 El Camino Real #8 Tustin Ca 92780 submitted fake documents and paid money to obtain a driverís license but the dmv found out and revoked the license. She jumpshipped her flight from Germany to Canada at lax to get here. She now has a green card.
