leash law double standard for Town employees

Every year town of Colton employees bring their unleashed dogs onto private property during work hours while they are supposed to be working. How much of our tax dollars are spent while these employees run around chasing their animals? And what if these animals bit someone on your property, who would be responsible? The property owner! You have the right to refuse to allow these people onto your land. These dogs have killed chickens on French Hill Road already. What if a child is bit?

one of the town employees' had her dog in a store in potsdam and the dog got in a fight with a smaller dog owned by the store owner. the colton dog is large and viscious and made the crowded store worried. she takes that dog everywhere and is a danger to people and expects everyone to cowtow to her because she gets to go on everyones' proprty.
