Workman's comp fraud

Suppose a local guy is trying to get a claim for workman's comp for a legitimate injury and before he goes to the doctor, he goes into the bathroom and rams his hand into a wall to exaggerate the injury?
What if he does it again to try an increase the settlement? What should happen to him? Congratulate him? Or try and stop him from stealing taxpayer funds? He may also be a single man drawing foodstamps he may not be entitled to.
