Dry passage (Bridge?) "someday" between Frontage & Pendleton Rd

Is there any truth that there was finally some funds approved to start engineering studies to assess dry passage (a bridge) over th Santa Cruz river between these two subject roads.. so we don't have to travel down to the Rio Rico Bridge (exit 17)?
Any "ongoing" updates would be appreciated. And is the Santa Gertudis and Palo Prado the only two intersecting (private) roads to consider?

Does heavy equipment and supplies for home construction come through these two private roads with the Santa Cruz WASH now?
