the answer is fairly simple..........suspend peoples license's. fining, tickets don't seem to work. we can see people still texting and speaking on hand held phones every day. take their privilege to drive away for say' 15 days for the first offense and more for later offenses and they will stop.
politicos won't do that though, because THEY are on the phone also while driving.

I was injured a year ago because some jerk thought it was more important to text than to watch the road. Treat texting like drunk driving!!
