You are both correct and wrong! Your statement about them getting reinstated appears correct.

The part regarding the PENSION is OFF BASE.
I was informed that Captain Soto is getting ready to retire. If this is true then the amount he just cashed in WILL be wexactly what his pension will be based on. Amazing if you think about it. I believe their pensions are based on their last 24 months of pay. So theoretically Captain Soto can retire with a large large large pension. He wins....... we lose........ again and again.

I just beg that the politicians try and keep the rest of the pensions down, this one is already done. Thanks to Jim Miron

Why didnt Harkins at least change their suspensions without pay to suspensions with pay, while the investigation was being finished, after he took office? This would have limited the amount of back pay racked up into one years pay and limited the pension liability.

My opinion, there are two reasons:

1) He's apparently a poor strategic decision maker as he let them sit out for an extra year and a half while he was in office.(a little fore-thought would have anticipated the huge payout and resulting multi-decade liability that will come of that now.

2) He's a typical politician - unable to right a wrong until the political risk is gone. He was advised by many that the case against those guys was crap and that he should "do the right thing" but he waited until the risk was completely gone before he acted.

Too little....too late.

He owns the liability here. He had the capacity and power to act and he stood by and did NOTHING.

We elect a mayor to lead. Not sit on the sidelines and watch, then jump in when the "coast is clear."

A very disappointing turn of events.

Harkins did make a mistake with this situation. The two gentlemen plead "guilty" in court to a charge that occurred while they were working. They should have not been given back pay at all. They were actually given MORE then their base pay. Thye were given money for the "overtime" that they allegedly lost due to not working.

There were two ways to handle this:
1. Bring them back as soon as he took office and let the court run it's course.
2. Bring them back after the court got their plea and tell them that they were lucky to have thier jobs.

Either way Harkins didn't do the right thing as an administrator.

Guess the few here against the Mayor's budget are way off key of the rest of the tax payers in Stratford. The people who attended the Council meeting tonight recommended the council support the budget plan the Mayor has proposed. Where were all of you naysayers? If you have a problem with whats going on in Stratford then you have to act instead of complaining online.

Really? With an 8-2 majority, did you think the Council wouldn't be just thrilled with the budget? Are you saying the "rest of the taxpayers" are more than happy to pay higher taxes and increased sewer use fees?

Or maybe, most taxpayers are exhausted by working so hard to keep up that they just can't drag themselves out for a 3-4 hour Council meeting?

I'm going with the latter.

I said nothing about the Council, their thoughts, or their approval of the budget. I am speaking of the taxpayers that took the time, because it was important enough for them to be there and voice their opinion.

Anyone who feels it is an important topic should at least take the time to be present and have their opinion heard. Part of the problem or part of the solution.

What makes me feel better is a budget that is transparent and at least attempts to be responsible. Not slight of hand tricks like the WPCA paying rent to the town for the land it sits on. That is just budget gimmickry. There is no other word for it. If the Council, who are our representatives, can't figure that one out and still approve it then we need a different Council.

Actually it has worked rather well. Far better than the 3-5 minutes a citizen is granted once a month.

How has speaking for 3 minutes in front of 9 members of the RTC and DTC worked out for you?

He was arrogant, and his attitude completely backfired on him.

Jezebel's done good work to show "some" people the inner workings and back door deals that have become a common occurrence. His only flaw is when he can't negatively comment on friends who battled Miron with him. It seems that it is ok when they get big pensions and abuse( at least that s what I think has happened) the system.

Hey - it's not like a normal job where you may be on your feet or driving or running a machine for all the time you are at work.
At the firehouse there are facilities for the firefighters to cook, sleep, watch TV and relax.
And the asst fire chief's are not the ones who actually fight the fires or extricate, etc.
They supervise the scene.
Then they can go back to the house and rest up for the next call.
SO it was possible for him to be there 24/7 for many days.
As long as he showers....

I do not recall saying it was "fine". What I do recall is that I said you don't get what you deserve, you get what you negotiate. That was what the Town agreed to. The fact that HR didn't hire two (oh wait, it was three) new Assistant chiefs for a year is who's fault again? What would you have the Assistant Chiefs that were left do? Go home at 5PM?

If we don't need them, then the Town should do something besides complain.

I don't hear you complaining about the extra $21,000 Harkins took this year or the $600,000 the Town is charging it's own Water Pollution Control Authority for land "use".
