Malcolm Smith, City Councilman Daniel Halloran, two high-ranking city Republican Party officials and the mayor and deputy mayor of suburban Spring Valley were arrested as part of a federal investigation, watchdog groups insisted that Albany's "pay-to-play" culture must go.
