I went to the police academy of one of the three NYC departments when there were three, Transit, Housing, & NYPD. There was a question that they gave often that was tweaked to give different scenarios involving a dog. In some cases we recruits thought that it would be justifiable to shoot the dog. The instructors would always finally tell us "NEVER SHOOT THE DOG". The officers involved should not be criminally charged, but I would fire them for such poor judgement. Discharging your weapon is the ultimate use of force and should be use wisely and appropriately. We recently had a incident here in Central NY where a retired state trooper shot and killed a man's German Shepard in a state park and was not penalized as well as being allowed to retain his pistol permit. There is definitely a different standard applied to working and retired law enforcement personnel.

After posting my comment I realized that the title for this Topix post is incorrect. The incident happened in Pennsylvania, not Florida.
