Great idea. Let's remove qualified, objective professionals from the screening process and allow a former suit salesman to select the Chief for a department experiencing turmoil.
The assessment center is the best way to evaluate the knowledge, skills, and abilities that all of the candidates will claim to posess on their resumes. In essence, Fitchburg is saying that if you are skilled in resume preparation (or have the means to have one prepared for you)you have a good shot at getting a seat in front of the Mayor, who has proven time after time that he knows nothing about leadership. If you can dazzle him, which I don't believe would be all that difficult, you just might become the Chief of Police.
Like everything else in this city, this has become a political football over funding. The safety and quality of life of the citizens and the careers of dedicated officers will all be significantly impacted by this decision. It sad that this city does not believe that it is worth $18,000.

I think Kearns might be the way to go. Looks like he's made a lot of progress so far.

It's a shame Mr. Tasca chose not to throw his hat in the ring for the city Chiefs position. He's a man of integrity and possesses the very skills Fitchburg needs to lead its police force. He was passed over the last time by a Mayor who had and still has no clue how to manage a city. Mr Tasca is a major asset to the city and has respect from both the community and his fellow officers. Political incompetents in Fitchburg have driven the city into financial chaos and failed to see its many fine assets. With any hope, a new administration will not be so blind.

The big problem is this. When you have a Police Chief...he is the one in COMMAND. What happened in Fitchburg's case, is that Chief Cronin tried to push for Community Policing. What that meant is that officers were to remove themselves from the cruisers and get to know the neighbors.
Yet the Patrolmen's Union decided to do a palace overthrow, and basically told Cronin to go. The Mayor, who sold pants, decided to be limp leader, decided to bend in favor of the rank-and-file officers.
Yet the people living in neighborhoods across Fitchburg, say the same thing. The current system is NOT working, and response to people means nothing. In short, community policing is necessary by taxpayer standards
With that system in place, regardless of who you have as Chief, he'd have the power behind him of Barney Fife, and yet crime will flourish as usual, so a Mayor like Mylott can break the budget hiring officers, like Tom Donnelly will do.
So why not let the new mayor (hopefully Lisa Wong) pick the next chief. After all, Mayor Mylott has shown that whomever he picks, will be at the whims of the charges of the new chief, and not the chief himself.
After all...Mayor Mylott has run the City of Fitchburg like Mayberry R.F.D.

It is very interesting to read the previous postings on this subject. Comments such as "Tasca is a man of integrity" and "Kearnes has made a lot of progress so far".
Not too long after those brilliant words were written; we find out that Tasca bilked the Taxpayers out of an extra 2 weeks pay (on top of the insane amount of paid time off he was getting at the time) in some sort of vague and muddy mess involving mysterious comp time that he felt he was owed from 10 years prior; that apparently no one but him had any knowledge of. And, was apparently not recorded anywhere besides the windswept corners of Tasca's mind. Tasca wnet on to turn in his mighty badge and walk away from the job. Of course, the Tasca supporters all chimed in that he had somehow been railroaded. If he had been railroaded; chances are extremely high that he would have threatened a lawsuit in the blink of an eye. Cops threaten lawsuits about as often as Kevin Lynch does.
Meanwhile, we learned that Kearnes had pointed a loaded gun at a fellow officer years ago. After the poop hit the fan on that one; Kearnes explained the rhubarb as nothing more than a good natured joke that was apparently misunderstood by the poor boob with the loaded gun pointed at him. Kearnes was apparently just trying to bring some well needed levity into the Station House....
