I wouldn't want this passed in my town. A committee of do-gooders deciding what is right or necessary for everyone in town. Let the homeowner decide what hey can afford to do, instead of forcing every re-modeler or new homeowner to spend money they don't have. Let the homeowner decide where to invest their money as they see fit.
Passing rules like this will lead to larger bureaucracies filled with inspectors and regulators who will need to be paid. This will mean increased fees. Instead, let the free market work. Education of buyers and sellers, along with increased energy costs will bring up the quality of the housing stock.

I agree....the free market/enterprise will ultimately decide the best values. Educate folks, further energy rating of products will provide the purchaser the tools for a few intelligence options allowing each indidual to choose the best for their project. Leave big brother out of it...we have enough that crap coming against our will already!!!
