The financial impact to Townsend? Charging tuition at all is a revenue to the state especially when charged to someone who would not otherwise attend college. The local aid awarded to Townsend is not impacted at all by immigrants attending college at in-state rates or any rate for that matter. If the state doubled tuition for everyone, the local aid to Townsend would not be impacted. They're mixing apples and oranges again... Finance 101...
