Know More is right on. Dan is a thief and this has been going on for years. My kids swam for SPPY in the 1990's and it was a well known fact among the swimmers that he had his favorites who were given cushy jobs for the summer and special events held by Torrance Rec. In most cases they never showed up for work and the other kids who did, had to do all their work, no extra pay or hours. However, the perps logged in many more hours than they actually worked.

In a prior scam concerning the snack money at the plunge, Dan was caught and warned, and the kids who uncovered and reported it were black balled by him.

Anyone, parent or swimmer who complained about Dan's behavior had their loyalty questioned. He had the parents board at the Y totally snowed. Any parent or board member who raised a concern were taken off the board. I speak from experience.

Fortunately the YMCA funds were totally separate and he could not get his hand on them.

There is plenty more about Dan that hasn't come out yet. Hopefully it will.

Dan's ties to the current Swim Torrance are completely cut.
but i'm so sorry to hear that a talented and caring man was so stupid to do that. whether he stole 1 penny or 100,000 it does not matter, he stole and they should paid for that our criminal system will take care of that.

At least some of this tale is out.
Dan's SPPY swimmers on the Plunge staff were billing hours while they were away at swim meets. This was during late 80s. Everything 'know more' says is right on target.

Gene Barnett was head of parks and rec for 30 or so years?(something like that). We know a large sum of money went missing then (of course, never made public). Scotto runs for Mayor. Gene retires from Parks and Rec. Gene's son-in-law gets Gene's old position (unfairly to others in line). Gene gets appointed by his best friend Scotto to be on the city council. Scotto and Gene own joint property in Las Vegas. I think the public has NO IDEA how unethical and corrupt this new council is. Only Sutherland seems good.

This is what I know. These men had incredible compassion and dedication to the kids they coached. They played a pivotal role in my child's and many other kids life. I will be forever grateful to them for that. In any organization, you will have unhappy parents. It is unfortunate that the bitter ones can spew ignorance and have people listen and believe. I am a former parent and board member. I was never snowed. I was not kicked off the board for voicing my opinion or if I didn't agree. The parents volunteered countless hours FOR THE KIDS. I was around for many years and never witnessed any of the accusations, so I can't speak to it. I just think people should know of the good these men have done also. Like you all walk on water.

You need to go to the DA if you know more. Too many people are quiet about the coruption in the city.
Good, honest councilmembers lost recent elections while the good 'ol boys sit corrupt and happy.

He looked us right in the eye 25 years ago and conned us six ways to Sunday. I'm kicking myself around the block for being so stupid and getting taken in by him. He's been hiring kids and paying them for not working for years...don't kid yourself that he "only" got away with the figure in the paper. It's LOTS more. I hope they lock him up big time.

I've been working for Torrance Parks and Rec. for years. I know all the men accused, some quite well, others as acquaintances. I've spoken first-hand to former employees who received the benefits of Dan's shady dealings. Some received payroll checks while they were out of state attending college, other received checks for going to lunch and Tower Records with Dan, and still others received checks to hang out at the Plunge after swim practice. Everything the article says is right on the money. The only thing that upsets me about this situation is the length of time it took to become public. And the fact John Jones not gets to keep his job, but got promoted. He's as much to blame as Dan.

Uh, yes, I think I said it before, but I'll say it again. I was there. In the 80's. My teammates "worked" for him by cashing city checks and giving him half. I saw it happen over and over. You may think you're his friend, but that man doesn't have any friends. He has marks. And I hope you never learn what it's like to find that out for yourself.

Please don't judge all city employees based on this crime. Most of us are hardworking and honest. Especially the employees in the not so "glamours" positions. However, I do agree there is corruption and abuse at the city. For example the head of Transit! In fact, most of the management at the city should be replaced! Believe me the most abuse begins at the top. Don't give LeRoy too much credit either. He is part of the problem!

The compassion and dedication were only to those who greased their Dan's palm. You were snowed like the rest of us.

Fortunately my kids saw through most of it and also brought it to our attention. Little if nothing was done when we contacted the president of SPPY. Regarding SPPY, if any complaint was made to the board about Dan it was always dismissed. Several incidents regarding Junior Olympics and swim meet entry fees involving the Ignacio boys were swept under the rug. Scholarships were awarded not to those who needed them but to those who worked Dan's payroll scam. Defending Dan and the Ignacio's is not worth your time and it truly shows poor judgement. They are felons and they deserve to be punished for their crime.

First, while not perfect or without issues, Torrance is a great city with many good, hard working employees on the payroll. Dan Halladay is the exception and not the rule. We must not lose site of this.

Second, John Halladay has nothing to do with this and should be left out of the discussion. Those that know him know he has his issues that could lead him to making bad choices, but also know that he is not a bad person that had anything to do with building a culture of corruption that spanned generations. Dan, on the other hand, is evil to the core.

Much of what is being posted is reminiscent of the dialog from a couple of years ago when the SPPY swim team came apart. Right or wrong, two sides where created as a result. Both sides were made up of long term committed and dedicated families to SPPY who had great love for the team, but clearly saw things differently. It took courage to stand up againist a culture and system that had been in place for years. And with this latest chapter, one side is feeling vindicated.

Yes, you could argue that Dan and the others were hard working, dedicated coaches that were capable of making positive impacts on the lives of others. There is truth to that. But not to look at the whole picture is wrong. Does it Is it ok to steal, manipulate and intimidate because Dan and the others did some a great job as coaches? Is that the lesson we want to teach our children? Dan and the others made their choices and knowingly took their actions and now must pay the price. There are no free passes or reason that I can see to defend them.

This whole thing has been a micrcosm of our society today. As a nation, we have lost our moral compass and have replaced ethics and integrity with greed. And like some have noted in their comments, we have come to believe that it's ok if there is a perception that we are doing some other good things.

I for one say it's time to move on.

Winston, it is good to know there are people out there who get it, have the wool pulled away from their eyes and who are willing to speak up. Sorry you too had to be negatively affected by your involvement with some of the leaders at SPPY but thanks for speaking up. Hopefully more people who know the in's and out's will do the same and justice will be served. Now that the cat is out of the bag, people who may have been scared to come forward, or who were threatened about what would happen if they did, may now have the guts to do so since they will now be heard. "Know More", "Loyal Worker" and anyone else who may have additional info., please go to the authorities so they can put the whole truth together and go from there.

Tip of the iceberg. Most of the crime is never caught. City bureaucrats and elected officials in California have gotten too slick and slimy to get caught. They write the rules. They run the system. If an elected official's mouth is moving figure he's lying. And if an elected official is also an attorney, don't figure it's a lie, know that 99.9999999999999% of the time he's lying. And the more they smile and joke around as they are lying, to look friendly and innocent, the more the slime is likely an outright crook. California government is more corrupt than it was in Chicago during the days of Al Capone, they just make the rules cover it all up and they use the system. Fox guards the chickens when it comes to city finances. Doesn't matter if it's Manhattan Beach, Hermosa Beach, Redondo Beach, Torrance, wherever. With so much money sloshing through these cities and virtually no involvement by the people to look at all the payments and question all the giveaways the real hidden giveaways will go on forever. People shop for weeks to save 2 cents a day when they buy a mattress but they go ahead and pay all kinds of taxes without taking a second to question anything in city hall. Just look at the billions the L A County Board of Fat Dictators spend each year. California government from the city level up is dirty.
