Vehicle Impound Lots

Can anyone tell me where I can find what laws and regulations an impound lot must follow? My uncle borrowed my car and it was impounded. The car is titled in my name; however, within 48 hours someone contacted the tow company requesting a key which belongs to my step dad's work truck. An employee at the impound lot sold the key to this person who then took my step dad's work truck which he had to go pick up in another town after this person abandoned it in another town when it broke down. He left a receipt in the seat of the truck which shows he paid $50 toward the towing bill and $50 for the key to my step dad's truck. Isn't it illegal for the impound lot to sell anything in the vehicle when it has been in their possession less than 3 days? Is it legal to sell an item inside the vehicle to someone whose name is not on the title and registration? I was under the impression that nothing can be sold until 30 days have passed? Any assistance anyone could provide with obtaining the correct answers to these questions would be greatly appreciated.
