This type of good people dseserve to be able to live smoke free,and not have to contend with tobacco smoke inside any building open to the public. I think, after finding that both Dorothy and Auntie Em, smoked the hookah on the porch before the great twister hit, that you secretly want to try it out. Not nice Candid! Some may see that Kansas still believes in the American Flag and the Freedom of choice it represents. I applaud kansas they didn't tell the counties they couldn't they just told the counties they didn't have too.

So what that means for the ACS is that they will have to spread their money a bit thinner and spend alot more before they can buy Kansas.

That is called enterprise. All of the states should of done the same. The ACS would of spent alot more money. But hopefully not for long they will be taken up for TAX Fraud. So they will feel the Fines.
