I dont think spaying or neutering is really the answer to pet overpopulation. A person who owns animals needs to be responsible for them. Lack of responsibility and lack of accountability is what causes the problem. Perhaps blood samples should be databased for identification of the owner of the animal and its offspring. Perhaps the animals could be identified with some other way that is cheap. If the person who is legally responsible for an animal and its whelps could be discovered and fined for any animal caught or killed, the problem would go away. Even if it is an expensive method of ID, it would force the animal owners to be responsible and the problem would go away, or at least be paid for by the offending people.
