Mr. Hallet is wrong on the constitution, wrong on the law and wrong on the policy. He is simply reflecting his own political bias. Last time I checked Franklin County was not the 51st state, and the Ohio Constitution applied there too. It is not as if 99% of Franklin county voted against it, it was essentially a toss up.
