Most alarms are false, draining police resources

The Sun Valley Mountain Volunteer Association Building faired just as badly. According to a Pennsylvania State Police report, both CVS and Sun Valley were issued citations this year because authorities responded to four or more false alarms in a 12-month period.

Charging individuals for false alarms is an ineffective policy. Police are called for assistance and 9 out of 10 times it becomes a false alarm because a perpetrator is deterred by the threat of an impending police presence.

Police presence is a natural deterrence to criminal activity and therefore a necessary one. If we criminalize the act of seeking help we will create an an atmosphere favorable for criminality. That is not smart policing. A town should have contingencies for false alarms, it's similar to what is known as "a cost of operating" in a business; certain costs come with operating a business...well certain costs come with false alarms and are a viable cost of operating within a police force. What does that mean? Well a town has to be able to budget the contingencies of false alarms and the need for extra man power in their annual police budget, as a necessary cost of providing safety service to a town. This has more to do with ineffective budgeting of the town than the would be false alarms of individuals or businesses seeking protection.
