Father upset with DA over break-in case

FORT ANN -- Richard Bailey struggled Friday to fight back tears when describing the phone call that morning with Washington County District Attorney Kevin Kortright that made Bailey's stomach churn.

Bailey, of Fort Ann, said Kortright told him that the 20-year-old developmentally disabled man he caught in his home in the early hours of a June morning last year would not go to a special institution out of state.

In addition to the 3 a.m. break-in, it was later discovered that Connor M. Keough of county Route 17 had stolen several photos of Bailey's 16-year-old daughter - showing the girl riding a horse and at her prom - along with several pairs of her underwear. Keough apparently ate some of the stolen garments.

But instead of going to a mental health facility, Connor M. Keough will stay at home, 500 feet from Bailey's house. Keough was charged with second-degree burglary, a felony, and petit larceny, a misdemeanor. Kortright said those charges were adjourned in contemplation of dismissal because Keough has the mentality of an 8-year-old.

Bailey is especially upset with Kortright's office over the dismissal because, he said, Kortright promised Keough would be moved to a secure facility.

"Kevin Kortright assured it was going to happen," Bailey said.

But Kortright said in response that various psychological reports found Keough was not a threat or a danger.

"We kept the case open a long, long time to see what was going on with the kid and to see if there were more incidents," Kortright said. "What we tried to do is, and the mother of the defendant is trying to do, is get him into various programs. He's in certain programs and stuff now."

Washington County does not have a permanent residence for the developmentally disabled who commit crimes, Kortright said.

"There's no place to put them," he said. "I just think he would be such a victim in prison. That's been a problem across the state."

Bailey said he understands the difficulty in finding help for Keough. But that doesn't excuse him living only doors away from his daughter, he said. Bailey remains worried Keough is a danger to his family and said his daughter remains traumatized by the break-in.

"He's still a threat to my daughter," he said.

He may have to mental capcity of an 8 years old but the strenth, sexual urges of an adult. He needs to be locked away somewhere where he doesn't have the opportunity to harm young girls.

My Grandparents had foster kids that were developmentally handicapped, several were great people, two boys were not. Both boys changed when they hit puberty. They turned into perverts, they would try to touch the girls and such. They wouldn't stop, because they didn't understand. But they had that animalistic sex drive. We girls told our grandparents, the State wouldn't do anything because they had the minds of a 9 & 8 year old. My Grandparents had them removed from their home, they didn't want to chance any of us being hurt.
I personally feel they should be casterated. Vermont did that right up through the early 1980's. This kid is obviously obsessed with that poor girl, and mark my words he will hurt her, whether he intentionally means it or not.

Oh really- I hope it's your daughter next time. Maybe you can pay for his therapy. What is your plan? I know let's put him up at the Ritz on the back of the taxpayer so when he gets out he will molest or maybe kill another one of our precious young girls.

so ultimately what may happen is the kid breaks into the home and hurts the little girl, and the dad shoots and kills him, and then the dad goes to jail for murder. justice is served.

well i see both sides they don't have a place to put people like him they cant be put in jail... he mite get killed for something he doesn't no is wrong..... BUT if he doesn't know its wrong whats to say he wont do it again and maybe hurt someone or kill or well anything..

i just don't understand why they don't have place for people like this. does the government just not think that a challenged person cant hurt, be a treat or kill someone?????? they're has to be alot more like him....but then again what do you really do to a person who doesn't know they're doing wrong. i mean as a ciziety when a challenged person does something wrong like hit or scream or along thought line we scold and forgive and forget because the dont know any better.BUT what do you do when this happens they still dont know any better.
