The man should be ashamed to appear in public. Other people are in jail for doing the things he has done He should also stop leading the the Board of Supervisors in prayer at the county meetings. He should save his praying for himself

I agree, he should stop leading the Board in prayer. Unfortunately, it looks more and more like his transgressions will be swept under the carpet yet again. Essex County deserves better.

ELIZABETHTOWN — An investigation into bidding practices at the Essex County Clerk's Office has concluded with a finding of no criminal intent.

Results of the inquiry by Special Prosecutor Derek Champagne, the Franklin County district attorney, had been expected for months.

The report released last week did hit on possible ethical violations in the bidding process for document scanning software and equipment, but said they didn't rise to the level of criminality.

The case started in 2010, after the county received a request for emails related to a contract with Info Quick Solutions Inc. of Liverpool.

A deputy county clerk was emailing back and forth with an Info Quick representative, exchanging intimate remarks, but Champagne's report said no money or gifts changed hands.

"It appears that there is a deliberate indifference by some county department heads/employees to follow the proper purchasing procedures," the report states.

"We have found no provable criminal conduct committed by any employee or county official of Essex County."

County Manager Daniel Palmer could not be reached for comment over the weekend.

The six year,$77,000-a-year contract was properly awarded, County Clerk Joseph Provoncha said previously. He also could not be reached for comment over the weekend.

Champagne was named special prosecutor to look into how Info Quick Solutions was hired to provide document imaging and indexing equipment for the County Clerk's Office. Essex County District Attorney Kristy Sprague disqualified her office from the probe.

Info Quick was the fourth lowest bidder out of nine for the contract, and the firm recommended by both County Manager Daniel Palmer and County Purchasing Agent Linda Wolf, DocCenter of Omaha, Neb., was passed over for the award in favor of Info Quick.

Members of the County Board of Supervisors have also referred the case to the County Ethics Board. The status of those complaints are not known. The Ethics Board does not release its findings unless it finds a violation occurred.

Board of ethics are mostly family, picked by your county board members. Everything was kept quite until after the elections.Would they keep it quite for anyone else.

Just so you aware - if you were to actually read the U.S. Constitution - you would NOT find this separation anywhere. It IS - or at least was - in the Constitution of the failed USSR - which is now on the ash heap of history. Unfortunately your schools of today re-write history. This "separation" is from a letter from Thomas Jefferson to the Church of Danbury in I believe Connecticut. The whole purpose was so that our country did not have a state church like the Angelican Church in England. Did you know the US Congress actually had church services in the US Capitol until the Washington Cathedral was built? Did you know that the US Congress actually paid for Bibles to be printed & distributed at the founding of our country? Did you know that religion was to be taught in the schools as it was felt unless we had a virtuous society together with a strong spiritual/Christian basis - our country was destined to fail....as it is demonstrating so well today.
