Ti man admits to welfare fraud

ELIZABETHTOWN A Ticonderoga man has been sentenced to four months in jail after pleading guilty to welfare fraud.

Andre Lisee, 40, submitted an application for Medicaid benefits that contained false information and received $17,562 in Medicaid benefits that he wasn't entitled to, according to a press release from the Essex County Department of Social Services Fraud Investigation Unit and the Essex County Sheriff's Office

He was charged with third-degree welfare fraud and first-degree offering a false instrument for filing, both felonies.

Lisee was arraigned in Elizabethtown Town Court in front of Town Justice William Garrison on March 22.

He pleaded guilty to fifth-degree welfare fraud, a misdemeanor, and will serve his sentence in Essex County Jail.

It's about time they start cracking down on the welfare bums. We work our butts off to support them. It's not okay that we work and they sit home and collect a check from us. I can't afford to get Schwanns food truck to come to my house, but the welfare bums get it all the time. They can even afford to buy their cigarettes. There is something wrong with this picture!!! The other day I even saw a welfare bum driving an SUV! How many of us working people can afford one of those?? Something needs to be done about these leeches!

Essex County does have a Welfare Fraud Unit. Most people don't know this.

Call E-town EVERY time you even think you have information that they can use. If we all did this, I'm willing to be that they would hear the same names over and over and over. Right?

Maybe then, they would take more serious action.

My SUV gets loaned out all the time.So don't assume the the one you see in the drivers seat owns the vehicle they are driving.I work and I don't put in the hours to support others on assistance.I do it because I like to own my SUV and have nice things and put food on the table.Yes, a small amount goes out of my check for taxes but I never applied for a job with the mindset that I was doing it so I can "support" the less fortunate.I actually see most of my tax money returned to me yearly.I may have lost some interest on the money the government had for a year but if they used it to "support" the truly needy people so be it.I do not have sympathy for the cheaters who do not qualify for the benefits they are getting but in reality most can barely survive on the assistance they get from the government.Many complain about the video games systems and other possessions of people knowingly on assistance but remember those families also have family members who give those items to the children.

Dont always believe that this person actual did anything wrong. The county does mess up and they can blame it one the benefit person, i myself have be caught in that problem myself. Thankfully i was able to show proof with back up.

As soon as worker told me i was going to be charged, i went way over head to stop it from going any where especialy the paper. When anything in paper people of tico tend to believe it to be true.

Does the SUV make its own payment? I think you are allowed to own 1 vehicle. 17,000 in medicaid? The doctors charge whatever they want to charge that money didn't go into his pocket. Medicaid is health insurance for people that cannot afford $700.00 per month per pserson for health insurance. I think alot of people that work at Wal Mart fit that demographic. The circumstances must have been extreme. Apparently he could afford that. if not he never should have taken the plea deal. Maybe his lawyer gave him a bum steer.

I'd advise anyone that gets foodstamp assistance or Health insurance through the state....Keep monthly records of the bills you have (Electric, rent/ mortgage payment, insurance expenditures, cable, gas, food over and above assistance, copays etc) a monthly report outlining all of this should be turned in by each person receiving assistance. Since it is not required, It would be a wise idea to keep a record so that you can show every penney upon request and avoid being falsly accused. I don't know how many people not on a company plan that can afford $700.00 plus per month over and above their monthly bills directly out of pocket. Maybe the office up there decided to charge this guy to intimidate people into not applying for help. While using the other intimidation tactic..."If you go to trial your jail sentence will be much longer". If this guy was such a scammer why did they drop most of their case and not require restitution? Some medications can cost upwards of $400.00 to fill. Who can afford that? A quick pit stop at the ER at Moses can run $3000 to $5000 dollars and almost always does. To those afraid to get the state insurance that they need you can always just pay the hospital $1.00 per month on your bill and they can't send you account to collections and most banks don't take "unpaid medical bills" to seriously as it is something almost everybody has or has had at one time or another. The whole system is off it's rocker. It's also amazing that this guy (out of the entire time he had medicaid) didn't qualify for medicaid. Employers like Wal Mart shouldn't be allowed to employ that many people in this area and keep all of their hours just under 40hrs per week so they can't get health insurance.Or pay wages that make health insurance out of reach for it's employees People that work at Wal Mart could turn most of their monthly income over to a health insurance policy and have nothing to live on or pay their bills with at the end of the month. It's not like this guy had multiple address's in different states collecting benefits. This guy should have gone to trial. The state would have been hard pressed to find 12 people in this county that would agree with the way their "Benefits" office is ran. They would have been hard pressed to find 12 people that didn't help at one time or another then got the run around. If this guy had or could afford health insurance.... I'm willing to bet he wouldn't have applied for theirs. This isn't a case where this guy was putting money into his wallet.

There is no way i'd send someone to prison because they couldn't afford health care. Especially when most of our money is spent on embracing the Pakistani denomation, Bosnian denomination. They get 10 times that ammount of "benefits" out of us ,just to step off the plane here...While giving little or nothing in return. They don't even buy American cars. We can't travel to their country because we might get our heads chopped off. This government is way overdue for a TOTAL overhaul. Enough is enough. We have stood still for too much.... Too long.

Asking for and receiving help is, for folks with pride, temporary.

For people who think it's okay to take and take and live that way all their lives, it's a disgrace. But they probably have not clue because they probably have seen their parents and family do the same thing.

Hey, if the American taxpayer can heap financial assistance upon the Israels and Egypts of the world (who, of course...provide THEIR citizens with state-funded medical care....'funded' by the American Taxpayer, that is !).....then American citizens are entitled to the same.

And if it takes lying, cheating, and stealing to GET it, then so be it !

I'm not going to defend this guy but i can't let this one slide. My brother was arrested and charged with making a false statement for HEAP a few years ago. I know the whole situation and he did not do a thing wrong. They said he got fuel and didn't live where he said he did. He proved 100% that he did, but all the welfare lawyer would do is threaten him with going to trial if he didn' pay the money he was entitled to. Over and over they kept threatening that. He took them to task and when the crappy, case went to the district attorney's office, they immediately dropped the case.

Lesson is, if you are truly innocent like my brother, do not give in to the threats. Taske them to task and let justice prevail! They have shoddy investigators and when the troopers get the case they just push the paperwork through without looking at it assuming the fraud investigator had a solid case.

My brother was crucified on this God forsaken site when the arrest was put in the paper. When it got dismissed do you think anything came out in a press release? Hell no! You can't screw up a case any worse than the fraud investigator Jerry Atwell did, but no one is the wiser. My brothers case was dismissed and he died a short while later unexpectedly.

Moral of the story: believe only a fraction of what you hear, less of what you read, even less of what you see and 0% of what comes out of the Essex County Department of Social Services fraud investigators or attorney!

Hmmm...

So this could ALSO mean that the investigators are NOT catching the people who ARE ripping off the system, aka taxpayer. Right?

There are people out there who state that they are living in one place but are not. There are women who have boyfriends living with them and paying their bills WHILE they are collecting from S.S. Let's not even going into what the landlords are doing, or how they look the other way, and keep collecting from the County.
People (relatives) writing "notes" for other people, making false claims.

The taxpayers have had it with this, finally!
