Maybe I'm stupid or don't know the situation, but it probably has to do something with the "rebels" being a terrorist organization funded by the USA and not a real popular resistance like in Egypt.

The USA should prevent dictators from spreading the use of chemical weapons,but instead of using
$1.5 million'one shot'missiles,they should consider
donating 4/5 seat helicopters and training
selected rebels to pilot them.If the helicopters
are equiped with GPS tracking and 'immobilisation'
devices they could be prevented from activities which the US does not approve of. The helicopters
should be cheap, run on auto gas and require little

The Pot Say's to the Kettle "How black thou art!"
Is it the Pot calling the Kettle Black? While the US Military ie. Pentagon is joined at the hip with big Pharma specifically for bio-weapons research there are at least 40 bio-weapons facilities in America active today many rating a level 3 and level 4 degree of danger and surrounded by Military weapons and personnel. Just as with Fukushima there is no fail safe for these dangerous facilities. The continuous development of means by which biological/chemical compounds which can kill mass numbers of people go on to be both studied and formulated today. Which begs the question. If they are illegal from use by International Treaty during times of war or peace on the either civilian or enemy combatants why are they being so secretly developed?
During Vietnam the U.S. Military dumped 20 million gallons of a dangerous neuro- toxin and cancer inducting chemical called Agent Orange from 1961-1972 poisoning the American soldiers who had to both deliver it and walk about in patrol where it had been used. Even breathe it in when used next to where they were based when the wind blew it their way. Their both neurological disorders and cancers skyrocketed upon their return but the government claimed no responsibility for their injuries and tens of thousands died slowly a painful death. Today the field of Vietnam still produce hideous birth defects in children in the area’s they were used and health problems for the Vietnamese people.

The U.S. Military killed hundreds of thousands of Japanese civilians with Napalm from 1944-1945 then delivered the ultimate radioactive destruction known to man on innocent civilians when two Atomic bombs were dropped on Hiroshima and Nagasaki Japan on August of 1945.
In Serbia depleted Uranium was used on civilian targets and in Afghanistan and Iraq the US Military littered the environment with depleted uranium which resulted even in the soldiers who used its early death and today creates heinous birth defects in both countries.
