Not all of the sex offenders are on the registry.

1. There has been AT LEAST ONE that has vanished without a trail, around here.

2. There has been one recent case where they got caught, went to court, for some reason the case was dismissed and they went back to work at the HIGH SCHOOL, around here.

3. There are numerous "pending" cases where the sex offenders are walking around amongst us. For instance just in March a guy was sentenced to 7 years --- from an incident that happened 5 years ago!

4. Sex offenders don't get caught the first time. There is greater than a 90% chance they don't get caught, at all.

5. Some move and don't register. They're walking around undetected until someone notices.

I don't think people "run their mouth", as you put it, because they are mad at someone. That's mostly wishful thinking on the parts of the sex offenders' family and friends.

Where there's smoke there's fire.

Many cases don't make it to court because of the shame the kids feel. They are scared "rightfully so" and they don't want their families dragged through a public forum. Many predators get away with it due to the scare factor they impose. The time it takes to get the cases to court makes a big difference also. If it takes two years to get to court then the defense uses the position that the person couldn't be fully capable of remembering all the details clearly so they aren't a trusted witness. In short the local defense has the upper hand in these cases. They tear the victim apart on the stand. It may be the way the legal system is but it makes it hard to put the predator away. Another factor is if the DA's office is really willing to fight for you or if they are looking to do a plea deal to end it quicker and to be fair the families may allow a plea deal to help keep things quieter for the victim. There are many reasons why predators get away with it or get lost in the shuffle or even disappear. The system is in their favor unfortunately.

I agree with just 4 fun. People get scared. If a woman gets raped, and the man threatens her, she may never tell. Same with children. And when they do tell, they are called liars. The defense lawyers will call a young child a liar, bring them to tears right on the stand (and I mean little kids of 6,7,8..). They do it to defend a piece of crap that isn't even paying for his services. Its not right. What makes it worse is it's Lewis county. Everyone knows everyone. There will be jury problems (I can think if a couple cases that keep being called a retrial. Then everyone had to go through it all again). Its no wonder there ate so many if these perverts around.

I will say one thing positive here. I admire the women and or children that stand up and sum up their courage to face their attacker in a court of law. When every part of them is scared and they still force themselves to fight back the fear and tell what happened. To me they are the most strong people Its easier to stay quiet and not say a word. Thank You for standing up to injustice and showing real courage.

I don't know how they can let this type of person out of prison early. Someone made a comment in a recent post that the criminals in NY state only serve on the average 1/4 of their time. I thought this person was mistaken.

With the news you have shared in your post it looks like I may be the one mistaken. I looked up Croghan Sex Offenders and found two. Was it David D Windover or Charles M Elliot* or was it someone else that's not listed [yet] on the web that got out so early?

I believe you can divulge the name as long as they are an adult and their name was in the paper for the specific offence about which you write.

* "According to our research of New York and other state lists there were 2 registered sex offenders living in zip code 13327 (Croghan, NY) as of April 19, 2013."
