What a lot of naive taxpayers don't know is that El Paso is/was on of the hottest real estate markets in the country. When a market is hot, values fluctuate dramatically. When El Paso was dead, EPCAD didn't increase values but every three years and they were small increases. It's not like the values are going up in a down market.
