Just moved here, wondering if I am allowed to keep a couple (or 3) laying hens (not roosters) in my backyard in Texas City Limits?

I would suggest that you call the Galveston Police Department and speak to Republican Candidate for Sheriff Caldwell. He appears to have an expert designation in fighting cocks. I would call from a pay phone; so SWAT doesn't crash your home in the middle of the night.
I live in Moses Lake and the guy next door has some and no one has said anything. Even has an annoying rooster that doesn't know when it's suppose to cock a doodle doo

Just move to Bayview. It's like Mexico and chickens run everywhere. Along with dogs, cats, and goats. You can put as many broken down vehicles in your yard as you want, and live 25 families to one single wide trailer. Yessir, life is just a little bit better in Bayview.
