report to Bacliff MUD,2-4-13, leak/ponding water @ 3938 clay & neighbors yard

2-5-13 response to call was amazing, although I'm confused because the response team at 1st said they saw a leak @ hose connection to faucet in neighbors yard. This problem was brought to attention several mos. ago when ground was only very wet. It has now progressed to water retention which poses damage problems to my wood fence, plants,property, not to mention mosquitos. Upon further visual inspection, decision was: no problem could be found. Did offer advice call Health Dept & we'll try & check old records to see if old water meters etc?????? In meantime my beautiful back yard, which we work so hard to maintain is in jeapordy :-( Any advice from public?
