Does he really have our city's best interest at heart? I am not sure. He has no attachments to this community -- only his job. That can be dangerous for long term decisions that will affect our lives long after he's gone.

Yes this guy should be fired just as other say, he is power hungry, a dictator but also shady. Since he has been in office of City Manager streets in Texarkana have gone to crap other than the PG streets and the new streets gone in for A&M, around the freeway etc. The city has done some small patching but no overlays the way it used to be done. Take College Drive between State Line and Texas Blvd. used to be a very good smooth street and now it is a pig trail on par with Arkansas side streets. But low and behold a few months ago it was annouced in the paper Heil Sullivan gets a $60 million dollar street package in place. Well follow the money on this deal and see who's pockets get lined. It will probably be very hard to link any money to him as he is slick on that issue but anytime you have that kind of money and politicians, there is going to be some corruption. Some people will come out real good on this deal and doubt seriously the streets that really need the repairs will receive the repairs necessary or maybe some patch jobs.
But people will have to be very naive to think there will not be under the table money passed around out of $60 million dollars. I hope the Gazette will monitor this issue once the money starts getting let out.

he is rude and arrogant and will do any thing for the people in his circle. his first act after being hired was to chnge his own title from city manager to CEO.

if he really has the citys best interest at heart why did he GIVE away the water rights owned by the city? instead of selling water to other towns, texarkana tx will be buying water and he says thiswill be cheaper? how? our rates are too high now.

Other cities and states are fighting to conserve water and same places like dallas do not have enough water to support the people who live there.

who else is he making deals with or about? a 60 million dollar street project? the animal shelter? businesses outside the city limits?

has anyone attended the now once a month city council meetings? why do they have a closed door meeting before and after every city council meeting?what is going on that is such a big secret?

why was the council member who is related to the owner of a local business allowed to vote on or have any input on an ordinance to lower their water bills? are we lowering every ones water bills or just those outside the city limits who have relatives on the city council? isn't that a conflict of inteest?

every citizen should either attend the city council meetings or watch them on tv to find out how crooked this group is.

Give this position a break. He is doing all he can. The idea that because he's not born and raised in Texarkana and therefore can't have our good truly at heart is moronic. This reasoning goes both directions: Frisco is doing great, so therefore Frisco's CEO must be from Frisco? How moronic. Dr. Sullivan has the ability to move and manage any school district he chooses and at a great deal more money that he's paid here in Texarkana. He chooses to BE here and has a vested interest in all of us doing well. When general statements are made like "these streets get a better paving job than those streets" that indicates that because your specific street did not get what you thought it should, it must surely be because someone else got what you should have had. That is moronic reasoning. If it were true that Pleasant Grove gets more paving done than Spring Lake Park, I urge you to drive down Stoneridge, Shillings, Larry, Sidney, Moores Lane, and the list goes on. Repairs take money, time, manpower. Talking about his personality is also childish. No person can manage the volume this man manages without making a few enemies and friends along the way. When you don't see eye to eye with management, to reason that it is surely management's fault, is so immature. Grow up, be quiet, and learn to do something positive.

Oh Scared In The City -- you need to read the Manual on conducting meetings "Robert's Rules of Order", read the State and Federal rules regarding what can be discussed in public, what type notice has to be given.

Every organization has the right to hold closed meetings and must follow specific laws for holding public forum meetings.

Please do some reading before you blast someone for something that they can not be held responsible for.

It is not the job of a city manager to lead the city. His job is to carry our the business of the city and the agenda of the city council. That is part of Mr. Sullivan`s problem. He actually thinks he is leading the city.

Wasn't Larry Sullivan RECRUITED from the TISD superintendent's positon by the City Council?

Aren't the members of the City Council ELECTED by the public?

If you don't like the City Council's choice for City Manager, quit whining and run for City Council!

City Councils are allowed to meet in closed session to discuss personnel matters and that only. All other business is supposed to be conducted in the public eye. John Jarvis was a very good mayor. Durwood Swanger did a very good job. Budgets are created each year by the City Manager and his staff that are designed to satisfy all areas of growth and City Maintenance. If you spent all the money on new streets, other areas would suffer, thus pissing off that voting block. I would not be a City Manager for any amount of your Tax Dollars. I could not and would not put up with the whining from the public. The problem comes in deciding in which areas of Texarkana to spend the money. Do you spend it in Ward 2 so WR will help get your boss reelected? Do you spend it in PG so you get plenty of campaign donations? WOW, I would not want to have to make these decisions. I do agree with the comment about Sullivan burying his head in the sand instead of investigating the two Council Members who obviously do not live in the Wards they represent. If there is no wrong doing, then the Council Members would welcome an investigation to clear up the matter. BTW, WHERE IS THE BIRTH CERTIFICATE?

We fell asleep at the wheel and quit voting while he's got everybody at city hall voting from their computers while at work for him . I say he should be fired . From what I have heard and seen he does not have the best long term interest for the city of Texarkana . Sullivan probably wont even be living here in ten years .
