Osos district wants judge to free up frozen funds
Claiming it has no money to pay for attorneys, the Los Osos Community Services District will ask a bankruptcy court judge in Santa Barbara for permission to spend $200,000 of frozen funds from a defaulted state loan.
Services district officials hope to use that money to pay much of the costs of binding arbitration with the three contractors who had been hired for a now-defunct sewer project.
The money would come from what's left of a $6.5 million installment from a $135 million low-interest state loan. Read more
