The question remains - why are the grape growers not charged for the water they use? The wells are not even metered as they are in Napa. The water table(s) are declining every year and it not the homeowners who are responsible but it they who will pay because they have no power. The consumers in Paso are being screwed over a barrel by the greedy good old boys.
