Can anyone tell me if they have heard that Tellico Village has been undergoing a sales tax audit and that some problems were found? I would appreciate any information. I was told this and I just want to know if it is true.

Jeannie, if you want to know about the sales tax audit, why don't you call one of the Board members like Len Willis. Why look for information on this site when a Board member would be more than happy to help you with the facts. Better yet, call one of the members of the Finance Committee or Cotton Hunt.

Actually Winston Blazer is SUPPOSE to work for the Board and homeowners.(are you laughing yet?). I will try to call a board member though there is only one that has ever accepted my phone call. Why didn't I think of that?

Let us know how that works out. You are probably going to be told that it didn't happen like that fellow wasn't caught viewing naked Village women in the dressing room at the Chota Rec center. Only thing is, it's going to be hard to keep that one covered up. I understand there are pictures of the peep holes where the camera was hidden. If this sales tax fraud thing proves to be true, is the person responsible going to be held laible for paying all of POA's expenses and damages because his actions has harmed POA? How ironic that the first to face that new bylaw penalty should be one of them.

It is my understanding that this State Audit only covers the last 3 years. Makes you wonder what it looked like in 2006 and before that. In addition we are suspose to employ some internal audit procedures in addition to the Audit Committee and their supervision of Warren and Talent and their Annual formal audit of everything.

We need to get to the bottom of this one, and find out what went wrong and why? Who is on Point?

From what I have found out there has been a sales tax audit going on by the state for several months. WHY HAS THIS NOT BEEN TOLD TO US MEMBERS? It is most definitely our business. The state has gone back 3 years and I have been told that we owe over $200,000. I don't know if that includes fines and interest. I am under the impression that the POA was suppose to be paying a 3% tax on the water they sell to us. There are also some purchases on which they did not pay sales tax. I have to believe that this has been the procedure going on for years.

First of all the "Accountant" and General Manager should have known that this was suppose to be done. Where are they? Why don't they know their job and obligations under state law? I have done the books for many different type of entities in this state. Each time you get a client who operates a specific type of business you go through the state book and make sure you are paying the right taxes. Many items are taxed differently. For example I had a client who had pinball machines in his establishment - there is a specific tax for this. OUR POA STAFF SHOULD HAVE KNOWN THIS.

Then we have those great auditors. They are paid to review the work the management team are doing. OBVIOUSLY THEY ARE NOT. Part of any auditors job is to make sure that all federal, state and local taxes are being paid correctly. I wonder what other taxes we haven't been paying correctly or at all. Once one taxing department comes in and there are discrepancies found the others follow.

WHY WAS THIS INFORMATION KEPT FROM THE PROPERTY OWNERS? It was obviously only discussed in their "private", illegal meetings. Did you know that they have these meetings without property owners invited? The only time they are allowed to hold a closed meeting is when it involves specific litigation or personnel matters. Why do they vote at the monthly meeting without even discussing anything? They have already discussed it in their private meeting.

My homeowner association in Florida would have never have done anything this stupid. I don't agree with them on somethings, but they have never tried to pull stunts like this. Winston Blazer works for us and the Board - not the other way around.

Jeannie, we Honest to God need you running this place. You are correct about the Accountant and General Manager being responsible for this one. The Board is responsible for telling the property owners about this audit and should have told us we owe back taxes and all the penalties due to the GM's stupidity. Something stinks in this place and bet there is much more going on under the table without our knowledge. Thank you very much for your help in letting us know the truth. You are a good neighbor to us all.

This is a complete outrage. First of all the POA should not be reselling the water to the property owners. The State of Tennessee charges sales tax to anyone reselling water. The utility boards do not have to pay this tax. The POA should have the water set up to be billed to us by the utility board and not the POA billing us with there markup/profit. The way they are handling this requires us the property owner to pay sales tax 2 times on our water. THIS IS ABSOLUTELY AN OUTRAGE. We will now pay sales tax on the water when it is sold to us and as a user will pay sales tax again on our bill. What kind of moron is running this place? Don’t respond, we all know the answer. Someone needs to get involved in this big fiasco and change how our water is handled in the future. I vote Jeannie Pilgrim is the one that could fix this.

Let me tell you about the POA vehicles which are driven home everynight by some employees. There are several employees that have a "company car" for SOME reason. Now, mind you my husband has a company car, but he puts 35,000 business miles on it a year. He is charged and taxed on $90.00 a month for personal use. We also have TWO personal cars of our own.

These employees are taxed on approximately $800.00 per year for personal use of these vehicles. Now tell me folks WHY ARE WE PAYING FOR THESE PEOPLE TO HAVE COMPANY CARS. WHAT DUTIES CONCERNING THE POA DO THEY HAVE OUTSIDE OF THE COMMUNITY? How many Business miles do they actually drive. This is ridiculous. They are not VP's of Disney ( a publically owned company). They are employees of a NOT FOR PROFIT - and everything they get is paid for by us.

The Board has a fiduciary duty to watch OUR money. I am sure many of these policies have been in effect for years. BOARD IT IS YOUR JOB TO STOP THIS. We are not a bank. The perks and benefits that these people get are outrageous and totally out of line with the other jobs in this area. They are not CEO's. Not only do all the amenities lose money (and you think you are going to build more), but we are being soaked by personnel perks. We (the homeowners) get NOTHING for free - you maintain the roads and lights and mow parts of the common property. If we want to play golf or swim WE HAVE TO PAY - My Son was shocked when we went to the pool and had to pay $21.00 to stay for 2 hours.(the pool was empty by the way - wonder why?). He was brought up in our HOA in Fl we had free use of 2 pools, tennis courts, basketball courts, and club house which included a pool table that my kids used. The HOA also watered our lawn, cut our grass and bushes. They also fertilized and did pest control on the yards. They maintained all common property and the roads, lights, etc. For ALL of this we paid $120.00 per month. My Son said what do you get for what you pay?" I get the roads and lights maintained. Everything else I pay for and YOU PEOPLE don't care where the money goes. We are like sitting ducks.

I am appawled about this sales tax issue. So let me understand this; We have been paying 9% sales tax on the bills the POA sends us and now we are going to be billed for an additional 9% tax which will be covered up in the rates? Also, there has to be penalties and interest on the back taxes, where are they going to hide that charge. This is ridiculous that we should have to pay 18% tax on our water just because the POA wants to bill us and make a profit on the water to cover what expenses. We should have our water taken over by Loudon County.

Jeannie Pilgrim, you are so right about the vehicles. These employees do not need company vehicles. But there are so many perks many of them are recieving that are not needed too. All the employees get to use the wellness center free and we don't. None of these benefits are shown on their annual tax forms, so they pay no income taxes. They have free blackberries, free golf, free laptops for their personal use, free gasoline (the GM uses over 8000 dollars in gas a year for personal use) the list goes on and on. Don't forget they all get to use our equipment free. When will this milk cow come to an end.

The sales tax on the water is 3%. It is only paid once. As the POA buys it for resale they don't have to pay the tax, but yes it was suppose to be charged to us. I agree - why do they have to make money by selling US water? I also wondered why our water bill was from them. There must have been some deal made way back about this. In the future we will be taxed twice. The POA will have to charge us the tax they will pay when reselling it and on my bill there is a 9% tax on the water portion only. Why is the resell tax only 3%. Thank goodness because we are already paying 9% tax, so now it will be 12%, is that correct? Think abou this; in the future billing, we will pay the 9% sales tax we have already been paying, plus another 3% for the POA reselling the water, plus 3 years $200000 back taxes, plus all the penalties and interest. Does this sound right?

Since Winston Blazer has a degree in something from UT, and obviously claimed to know how to run a housing project such as this one when he applied for the job, isn't it time to tell him to either step down or take a cut in pay equivalent to what his incompetence has cost us? He is obviously being overpaid since he let this happen. He is supposed to know the laws governing what he is supposed to be doing. And if he doesn't, his good friend and former room mate, Bud gilbert, is charging us plenty to advise him. What did they teach those clowns at UT anyway? They obviously didn't learn how to do a job properly. Both Blazer and Gilbert have to be an emparrassment to UT.

Ha ha!! I bet they increase his bonus. I swear he gets paid for incompetence. I say take it out of his and Hunts pay, and NO MORE BONUSES FOR ANYONE. What other company (in this type of industry) do you know of that gets bonuses and loses money to boot??? Winston - I am looking for a job - please call me!

Winston gets a bonus based on how much money he can lose for the property owners. The bigger the loss, the bigger his bonus is. Have you ever heard of a GM getting a bonus when a company is losing millions. We are estimated to lose 2 million dollars this year with this new sales tax audit and all the poa delinquencies. We just took a hit for the poa letting NRPI off the hook for almost 1/2 million. They closed their doors and we get to eat the 1/2 million. The finance committe said they were going to bill all the back taxes for 3 years and the penalties and interest back to the property owners on their water bill for this audit. Why don't they take the money they owe the state of tenneesse out of the millions of dollars in reserve they keep preaching about having. Everything you hear from the POA (tellgrams and village connection) talks about what great shape we are in with all the millions in reserves. Well take the money out of the reserves, why should we get an increase in our water bills. We are already going to get an increase for the 3% fuuture purchases so leave it at that. By the way, we should not have to pay this resell sales tax, our water should be sold to us directly from the utility board like the rest of the world

The watchdog group was formed to inform all you people of just these same things you are talking about. What happened to them is no one backed them, too scared, and they were slandered every way possible. We were called horrible names, had the public works police hassle us and told to MOVE. Talk all you want, but unless you band together in force you'll be talking like this forever. This is the most inept criminal group of so called POA board members I've ever come across.
Any time you have a lawyer calling the shots, this what happens, look on the web there are other communities with similar things going on---all have a big lawyers foot in them.
