Please consider having them this move into Your neighborhood and than consider your 14 year old daughter among these perolees and 5 year old childs safety with these dogs near by not to mention the disturbances and noise etc.

The problem isn’t a sanctuary for a pit bull rescue. What concerns the Tehachapi residents is bringing more felons into the area. Villalobos states:
“As most of you know, we are in the process of building a new paradise up in the quaint little town of Tehachapi. Known for its adorable antique stores and that awesome "choo choo" train, it was the country living that was so appealing. So to move my program up into the secluded mountains, felt just right.”
Many of the Tehachapi residents moved here for the same reason. However, Villalobos wants to bring in released inmates and high-risk youth. Tehachapi is in the mist of a growing population of sex offenders ( http://www.meganslaw.ca.gov/ ) attracted to the “quaint little town of Tehachapi,” as Villalobos refers to Tehachapi. Crime is on the rise in Tehachapi and the Tehachapi Police and Sheriff Departments are not able to get a handle on it.
Bringing in more criminals into the area is not what Tehachapi residents want or need at this point.

I was looking into the financials of this nonprofit. The last IRS form 990 that is posted is from 2008??? That's a HUGE red flag.

All financials (annual reports and IRS form 990s) should be available to the public upon request. "Best practices" are that they are posted on the nonprofit's website for easy public reference.

Salt Wells Brothel lapsed into serious trouble in 2003 when it was shut down by the Nevada State Health Department because there was insufficient potable water on the premises. Other building code violations were also found.

The owner's operating license was revoked in 2004 after deputies found a manager had died and the business was abandoned.

That same year, a group of Fallon residents gained enough signatures to place a measure on the ballot that would have repealed legal prostitution in the county. Voters rejected the ban by a 2-1 margin in the November 2004 general election.

According to Churchill County Recorder's Office records, the property is owned by Tia Maria Torres in Canyon Country, Calif. It was formerly owned by Reno insurance agent R. Scott Rottman.

Tia, I can totally understand what your going thru.. I was never in prison but was in county jail and that fuckin sucked.. I hope A.J. can get out soon and I hope someone see's the struggles u and your worker's go thru on a daily bases and get you guys some help, I would help but considering my background is kinda being brought up so i am having problems finding work, but i hope somehow u can get some help..Sincerly Jennifer

Why did she move to Tehachapi with her rescue? What's going on in Agua Dulce with her property out there? What ever happened to her husband. That was a bad rap he got. I read he killed a child molester in prison, could it have been one coming home to Tehachapi? If it was I want to by the man a drink...koudos to him for doing what the system won't. She's some woman. She dedicates her life to the well being of abused animals and at the same time is helping people to get back on thier feet. It's time Tehachapi got some new faces around here. Who cares if they are out of the prison system, we need more available men around Tehachapi. Plus they love animals.

I can understand concern of residents regarding a pit bull rescue center run by parolee’s. I understand that some of the concerns are: more convicted felons moving to Tehachapi; visitors coming and spending weekends on the property of the rescue in Old West Ranch; waste from 100 dogs; ground water issues; privacy and safety issues; intruders on private property; questions concerning the crimes the parolees committed. O.K., there are almost certainly concerns that I didn’t cite here, but the reality is Ms. Torres is caring and loving the animals she is rescuing. I wish there was a means to make everyone concerned content. I don’t know how to. I will be direct, I am not at ease with the fact she has brought parolee’s to the area...there I said it. I am being honest here. I live in town, the crime is getting worst, the police have not been able to prevent it. I don’t think Ms. Torres’ rescue is the origin of the spike in crime in Tehachapi. It doesn’t help mentioning who is running the rescue but it will be mentioned, if not here, on other sites. I feel what she is doing for the animals is right. However, the issue of her housing several parolees’ in the Tehachapi area must be acknowledged. What does each side need to agree to in order for her rescue to operate effectively? She also wants money to support the convicts she is housing. Old West Ranch aint no YMCA flop house for homeless cons. She is advertising her rescue here at the ranch and she does not have legal authority to run her business here. You want an answer? Here it is. She can open her rescue some where else! We have lived here for many years and we are family. A woman with no self esteem who looks for love in all the wrong places (prisons)decides to move on up here and change the quality of life for the residents of OWR. How would she like it if we ruined her quality of life and fixed it so she could no longer find mates in the prison system? Thank You

The owner of the Villalobos Rescue Center in Old West Ranch states on her web site that she is moving the rescue from it original site to Tehachapi. She had not applied for a permit to operate on the Old West Ranch property.

She stated that she is building cabins on her property in the Old West Ranch to accommodate visitors. Permits are required for construction and/or accommodation trailers. She must obtain approval from the county regarding lodging in an area approved for residential use.

The owner is required to obtain permission from the city / county and Old West Ranch development regarding commercial filming in the area.

The owner of the Villalobos Rescue Center is no longer receiving funds from the State for the parolees. She is asking for donations according to her web site.

She goes under the name Tia Torres. I will not post her other alias here. Any person can get information from the County Recorders Office.
