Is Tehachapi City and Tehachapi Hospital two seperate entities, one being public the other private? When hiring does Tehachapi City, Tehachapi Hospital and like businesses conduct complete background checks for everything and I mean everything. If only started the last several years why not conduct complete background checks on all employees. They only ones that will complain are the ones who have something to hide. Do they hire only Bondable Employees?

It is asking if you are eligible for a Bond, often called a Fidelity Bond. It is an assurance that you are free from criminal activity and that the comapny will not incur loss if you do come to work for them and steal or commit a fraudulent act while employed.
You can be insured to handle cash and valuables
A bondable employee is someone who can be insured to handle cash and other valuables. Employers need to get insurance for loss or theft of goods. People with criminal convictions, especially theft and fraud, are usually not bondable.
I am sure the City, Hospital, Employees, Contractors or Citizens would agree it is the right of Citizens and Patrons to know they are being protected from people who would knowing or by temptation may take advantage of them. Just think of the endless possiblities. Theft, fraud, insurance fraud, theft of money or supplies, theft of employee time(going home without clocking out etc...), Personal Information for identity theft being sold or used(Who would you give your perosonal info to like Social Security Number etc...), Handling of personal property, PRESCRIPTION MEDICATION, fuel and the other countless things a person can end up taking.
Just questions everyone should ask themselves and employers should think about. Remember to ask yourself, Why would people become offended at others for wanting to be protected themselves or others.
