High, open space, public locations overlooking Jeff City?

Hey I wanted to know if there are any places that the public can get access to high above for looking over Jeff City. It would be troubling to stand behind a window and look so I would it need this to be an open space.

If you want downtown, try the roof of St Mary's Hospital garage. It's not the highest point, but it is easily accessible, day and night.
The roof of the Madison St garage is more downtown, but much of the view is blocked, and it isn't free except maybe on weekends?
If you are friendly with a MO St Senator or Rep., they might still be able to arrange a tour inside of the capitol dome. That used to be open to public tours, but since '9/11' the public tours were stopped.
If you'd like to see a rural panorama, there is a scenic view point on highway 63, quite a bit south of Jefferson City about three quarters of the way to Rolla.
