We need a permanent place for our Flea Market!

While we are grateful that we have a place that we can use for people selling their personal yard sale type goods, we really need an unobstructed location that will not be interfered with that is easily located by everyone. AND a place that does not charge (or "require" a donation) for space. Something like Santuck for free, but limited to non-commercial use and non-taxable. That way, the business owners in our town will not object to the idea (besides, the flea market customers also visit the businesses in town - everybody benefits). The city shuts us out of the Rec Center every time there is a game, or a parade. This is disappointing, but necessary and understandable.
Where could it be, who wants to volunteer a place? Can we negotiate with the city to have such a place? That way, the lower income people in our area will have a place to go to sell unwanted personal goods, or obtain things that they normally could not afford. Many towns in Alabama has a place that is used for a Flea Market year round, and has become a tradition connected with these towns. What do you think?
