PACOIMA A - Some residents in a San Fernando Valley neighborhood say they are upset that police did not reveal they were tracking a suspected serial rapist until after he was caught.

The police is too busy issuing tickets to the general public, to be distracted by violent crime and window breakers in Ventura Blvd.
