Why did the officer approach the man, knowing he had the hammer? Why not draw his taser from a safe distance?

The Sunnyvale police does not have tasers. Budget cuts. The man approached the officer; the officer acted in defense of himself and his partner. A better question to ask would be, "Why was this man beating his mother with a hammer?"
