Northumberland County's decision to switch software providers last year was politically motivated, county employees say, and resulted in a $115,000 loss when the program failed.

This is the problem when you have a bidding proccess that let everyone see who is bidding instead of getting the bids without company names or references and then judging the bids on the merits, and results!
