how is a generator for a church, which pays '0' taxes and which it's property has nothing to do with 'housing' and 'development', receiving grant funds from the U.S. Department of Housing and Development [HUD]. We have property in Delaware and do not have a generator either. Our electricity goes out with every storm. Can we get a generator from HUD through Delaware County? After all, we are a house that pays property taxes and have income in Delaware that pays Delaware City, Ohio State and Federal Taxes, which funds HUD!!

I am so glad that is the only thing that caught your attention in the article. Sounds like you just need things to complain about. Maybe you should look into the legality of the grants and how it all works. Then maybe you should work in, or with, the legislature to "fix" the problem. But maybe just ranting is all you can do.
