Maybe he thought he could float home , it may have been a short cut to avoid detection by the police.

Good for the hot dog vendor! I'm so sick and tired of the downtown businesses whining and complaining about everything, which is why I never go downtown. They will never get my business. I'll definitely stop by the new hot dog cart though!
