Evidently officials are willing to compromise those “effective services” at 29 public swimming pools spread throughout the city. To diversify the lifeguard force, Phoenix will spend thousands of dollars to recruit minorities even if they’re not strong swimmers, according to an official quoted in a news report. Blacks, Latinos and Asians who may not necessarily qualify can still get hired, says the city official who adds that “we will work with you in your swimming abilities.”

There’s a good reason the city is hiring lifeguards that can’t swim. Public pools are largely used by Latino and African-American kids, but most of the lifeguards are white and this creates a huge problem.“The kids in the pool are all either Hispanic or black or whatever, and every lifeguard is white and we don’t like that,” says a Phoenix official quoted in the story. She added that “the kids don’t relate; there’s language issues.”

How did it ever come to this? Competitive swimming is a sport dominated by whites. In fact, studies have found that blacks and Hispanics have lower swimming proficiency compared to whites. In Phoenix public pool lifeguards have traditionally come from “more affluent parts of town” where schools have swim teams. That means virtually no minorities, so the city launched this special program to recruit some.

Not sure about latino's but most blacks I know sink like rocks in fresh water, not so much in salt water but then the buoyancy is much higher in salt water but they still have a tough time floating and have to expand more effort treading water. Whether that is from muscle/bone structure or lack of growing up swimming with parents and playmates that were swimmers I don't know. I grew up swimming in pools and the jersey shore,I prefer swimming to running.
It's almost impossible to drown in the dead sea unless you intentionally lay face down. They might want to convert all those public pools to salt water instead of freshwater/chlorine.:-)))

Why ? First off it takes initiative to go though the training and swimming test, first aid classes and test then get certified as a life guard and then go job hunting.

Very biased article. I am certian that anybody who is hired, whatever their ethnicity, meets the requirements of a lifeguard. Ridiculous to think otherwise.

Cabin's comment reveals predujudice, which is just another form of ignorance.

You as usual fail to actually read. The article isn't about black/Hispanic lifeguards who can't swim, it's about affirmative action. That argument has always been about hiring lesser qualified people to do a job.
I don't think cabin's comments about city white people would fall under anybody's definition of prejudice, legal or otherwise.
FWIW, the necessity to know how to swim in a typical city pool is zero. My oldest was a LG at NYC pools for years and never needed any skill other then blowing a whistle or remembering faces for a line up in a molestation case.

How deep are the pools?? Maybe they only need to walk.

Or sarcasm which is another form of humor.
