It is not just the pay, but more importantly the power and influence board members have. For example many school and town employees tend to have the same last names in many towns and cities.

Typical small town thinking. Better to have posts vacant than to have people serve on more than one Board or committee.
Yes, there can be conflicts of interest, there always are, anyway.
Nobody is willing to do these jobs, but plaenty of people are willing to criticize.
