Split level single family home storm drain

Wondering if anyone has experience with storm drains for the split level homes in Sterling Heights, MI. My daughter has a home where the lower level is below grade with an entry door and a sliding patio door that lead to a "bowl" for lack of better terms which has a (storm?) drain. This drain is not operating properly and needs service. I would like to find some info to see if I can fix it myself.
