Reliability and price are taken care of in Beacon's business model. Beacon has proven through long periods of vigorous testing that their flywheels are highly reliable. Price is said through a competetive bidding mechanism as explained on www.beaconpower.com
Maybe this seems too good to be true, but it is true. These systems work. They're fast, clean, highly efficient, safe, and very economical.
