Politics from the Gov, plain and simple. In order to replenish the VRS, which the state has dipped into for cash, he is making local communities take the revenue and tax hit. That way, when he runs for his next higher office, he doesn't have to defend any needed tax hike or an underfunded VRS.
Every local taxpayer and every school child in VA is paying the price for McDonnell to hide his little secret. This is his way of giving control of ed back to localities?

And why hasn't Kenny Coochie jumped on the fact that state employees are REQUIRED to be a part of the VRS like he has with Obama's health care? Isn't it basically the idea? The point of Kenny's lawsuit is that people are REQUIRED to have health care, correct? What about the REQUIREMENT of being a part of VRS?
